Preheat oven 350 degrees F. Line baking sheet with parchment paper and spray with oil or use silicone baking mats.
Combine all-purpose flour, oat flour, ground flaxseeds, baking powder, cinnamon, cardamom, cumin, salt in a large mixing bowl, whisk together and set aside.
In another bowl, mix the vegan butter, cane sugar, non-dairy milk, and vanilla.
Mix the wet ingredients with the dry ingredients, add rolls oats and mix to combine.
Scoop batter using a tablespoon and drop on the prepared baking sheet about 2 inches apart, slightly flatten with fingers, repeat until dough is finished.
Bake for 18-22 minutes or until the edges are golden brown.
Allow cookies to cool slightly on a baking sheet, about 5 minutes. Transfer to a wire rack to cool completely.
